The next instalment of Finnulate’s Compliance Leaders’ Forum, a practitioner series on how risk and compliance teams can build a compliance function that runs as a system rather than a scramble. Last edition covered the shift from reactive compliance to governed compliance. This time we go a layer deeper, into how risk actually moves through an organisation, and where AI genuinely helps structure that movement versus where it still needs a human to sign off.

Few teams at a regulated financial institution answer to just one regulator. A primary regime sits alongside two or three others, each publishing changes on its own cycle, and the work of connecting a change to what it actually affects falls on the same stretched team. This session is built around that reality and designed for the people who own compliance day to day.

Key focus on risk structuring and signal propagation

The clearest way to think about compliance is less as a department in the corner and more as an organisation’s nervous system. A regulatory update, a product launch, a change in how transactions are monitored: each is a signal that has to reach every function responsible for acting on it, quickly enough to matter. Structuring risk means giving each of those signals a guaranteed path, rather than trusting it to travel on its own.

In most institutions today that path is held together by manual work. An update gets read, summarised, and circulated, but rarely traced directly to the obligations it creates or the teams that must respond. When a signal stalls at one desk instead of reaching the five teams who needed it, the result surfaces later as a specific exposure, whether regulatory, product, technology, third-party, disclosure, conduct, AML, or fraud risk.
